title = "Afslutning af efterbehandling p{\aa} deponeringsanl{\ae}g",

note = "A number of challenges that have to be overcome as part of assessing the duration of the aftercare and the determination of whether or not aftercare can be terminated have been identified. Some of the challenges are caused by the fact that some of the pre-conditions upon which the calculation of the leaching-based criteria for waste to accepted at landfills for inert, mineral and hazardous waste have not been fully reflected in the Statutory Order No. 1045/2013. The overall conditions with regards to the character of the source term and the effect on downstream groundwater and surface water that must be fulfilled before the aftercare can be stopped are discussed, and it is concluded that the risk assessment that must be carried out to determine if this can happen, should be based on a description/calculation of the flux of relevant substances out of the landfill after leachate collection and removal has been stopped. It is noted that the establishment of a new hydraulic equilibrium after the removal of leachate has been stopped may lead to a substantial increase of the leachate level within the landfill (“the bathtub effect”), which in turn may give rise to increased leaching of potential contaminants and geotechnical instability. An overall evaluation methodology is proposed which includes a risk assessment that combines models/descriptions of the source, transport and effect in the environment (the receptor at the point of compliance, POC). As far as the transport is concerned, it appears possible to apply a stepwise procedure where the starting point is a relatively simple model based on conservative assumptions (“worst case”), and if the result is positive, further modeling may not be required.",
